Upper Freehold Township Open Space

and Farmland Preservation Committee

Team Charter          

                                          BACKGROUND

The Open Space Committee has been established to coordinate the decision-making regarding Open Space in the spirit of the guiding principles of the "Land Use Plan Element" such as:

1. Maintain the rural and country atmosphere, which prevails throughout most of the township.

2. Preserve farmland to the maximum extent possible and in a manner that is reasonable, achievable and equitable to the farmer.

3. Provide sufficient amounts of open space areas and appropriate facilities for a variety of passive and active recreational needs as part of all residential developments.

4. Prevent the homogenous spread of suburban type development throughout the Township.

5. Consider a reasonable approach to addressing the mandate of the "Mt. Laurel II" New Jersey Supreme Court Decision and the requirements of the New Jersey Council of Affordable Housing.

6. The Open Space Committee will communicate with the Upper Freehold Township Committee and other relevant boards such as the Planning Board regarding recommendations relevant to Open Space.

 

MISSION

To manage and respond to Open Space and Recreation issues and to ensure high quality and timely responses to Upper Freehold Township Committee.

DELIVERABLES

  1. Orchestrate timely resolution of Open Space Matters, and maintain up-to-date communication with the Upper Freehold Township Committee regarding the status and resolution of issues.
  2. Provide guidance on concepts and initiatives to incorporate active and passive recreational open space needs within Upper Freehold Township.
  3. Provide guidance on concepts and initiatives to preserve farmland to the maximum extent possible in collaboration with the UFT Agricultural Board.
  4. Identify and suggest properties for open space grant application.
  5. Attend relevant informational seminars/conferences and summarize relevant information to the UFT Open Space topic.
  6. Assist the UF Township Committee to address open space matters relevant to the Township’s obligation for COAH.

CUSTOMERS of Open Space Committee

The Open Space Committee customers include the citizens of Upper Freehold Township and Monmouth County.

Decisions needed to meet the deliverables are reached by pre-determined decision criteria. Detailed process outline to be determined.

RESPONSIBILITIES AND DECISION AUTHORITY

Open Space Committee Chair/Co-Chair -

Drive process to make decisions. Convene and lead meetings. Transmit responses to Township Committee subsequent to discussion and with consensus of the Open Space Committee Members. Update team members on plans, progress and decisions. In close coordination with committee members, develop plans and response. Lead process to reach consensus among designees on response content.

Open Space Committee Members -

Stay up-to-date on committee activities. Strategically determine response/decisions to the posed questions and provide input to committee members as appropriate. Prepare response content and deliver on deadline. Consult with other members or outside experts as necessary. Participate in consensus on response.
